What Is a Learner Permit?

A learner permit is an official document issued by the National Driver Licence Service (NDLS) that authorises you to learn to drive on Irish roads. You must hold a valid learner permit before you can start your Essential Driver Training (EDT) lessons with an RSA-approved driving instructor, and before you can sit the RSA driving test. In Ireland, a learner permit is issued for the Category B (car) licence class.

Step 1: Pass the Driver Theory Test

Before you can apply for a learner permit, you must pass the Irish Driver Theory Test for the relevant vehicle category (Category B for cars). The theory test is conducted by PROMETRIC at test centres across Ireland, including locations in Dublin city, Swords, Blanchardstown, and Dun Laoghaire.

What Is the Theory Test?

The theory test consists of 40 multiple-choice questions drawn from the official Rules of the Road. You must answer at least 35 out of 40 correctly (87.5%) to pass. The test takes approximately 45 minutes. Topics covered include:

Step 2: Apply at the NDLS

You can apply online at ndls.ie or in person at an NDLS centre. Online applications are generally faster. You will need to book an appointment at your chosen NDLS centre.

Cost of a Learner Permit in Ireland

The current fee for a first learner permit (Category B) in Ireland is €35. The permit is valid for 2 years and can be renewed. Note that if you lose your permit or need a replacement, there is a €35 fee for a replacement permit.

Learner Permit Rules in Ireland

Holding an Irish learner permit comes with specific legal requirements you must follow at all times:

  • Display L plates — you must display white L plates on both the front and rear of the vehicle at all times while driving
  • Be accompanied — you must be accompanied by a fully licensed driver (full licence holder for at least 2 years) while driving, unless you have passed your driving test
  • No motorways — learner permit holders are not permitted to drive on motorways, including the M50
  • No towing — learner permit holders may not tow a trailer or caravan
