Brazil, Nigeria, and the Philippines are three of the countries with the largest communities living in Ireland. If you have moved here holding a licence from one of these countries, this guide explains exactly what your driving rights are, how long you can legally drive on your home licence, and the step-by-step process for obtaining a full Irish licence through the Reduced EDT route.

Source & Accuracy Note: Driving licence rules in Ireland are set by the Road Safety Authority (RSA) and administered by the National Driver Licence Service (NDLS). Rules — including the recognised exchange list and Reduced EDT eligibility — are subject to change. Always verify at ndls.ie or rsa.ie before acting. BP Driving School is an RSA-approved ADI based in Swords, North Dublin.

Quick Answer — The Same Process for All Three Countries

Brazil, Nigeria, and the Philippines are not on Ireland’s recognised licence exchange list. None of these licences can be swapped directly at the NDLS for an Irish one. The process is the same for all three nationalities — and it is the same as for any other non-exchange-list country.

The four things every Brazilian, Nigerian, and Filipino licence holder must do:
  1. Pass the Irish driver theory test at theorytest.ie
  2. Apply for an Irish learner permit at the NDLS — bringing your full foreign licence with you
  3. Complete 6 Reduced EDT sessions with an RSA-approved ADI
  4. Pass the RSA driving test

Because you already hold a full driving licence from your home country, you qualify for the shorter 6-session Reduced EDT programme rather than the full 12 sessions required of first-time learners in Ireland. This is a meaningful saving in both time and cost.

Your Driving Rights on a Foreign Licence

If you have just arrived in Ireland, you may drive on your valid Brazilian, Nigerian, or Filipino driving licence — but the clock starts ticking once you become normally resident.

The 12-month rule: From the date you become normally resident in Ireland (meaning Ireland is your habitual place of abode, typically for 185+ days per year), you may drive on your foreign licence for up to 12 months. After that, your foreign licence is not valid for driving in Ireland. You must hold a valid Irish licence — either a learner permit or a full licence.

Do not mistake the 12-month window for a reason to delay. RSA driving test waiting times are typically 8–14 weeks from the date of booking, and you cannot book a test until all 6 EDT sessions are logged on the RSA system. Starting the theory test process within your first month of arriving gives you the best buffer.

Once you obtain your Irish learner permit: Your foreign licence is no longer valid for driving in Ireland from that point — regardless of whether the 12-month window has expired. Your learner permit becomes your driving authorisation, subject to learner rules: accompanied driver required, L plates displayed, no motorways.

Country-Specific Notes — Brazil, Nigeria, Philippines

While the process is the same for all three countries, there are some country-specific points worth knowing before you begin.

🇧🇷
Brazil

Brazilian CNH (Carteira Nacional de Habilitação)

Brazil drives on the right-hand side of the road, so you will need to adapt to left-hand driving in Ireland. Your Brazilian CNH is a recognised full licence — present the original at the NDLS when applying for your learner permit to access Reduced EDT. Brazil’s CNH system is well-documented and generally presents no recognition issues at the NDLS, though the document is in Portuguese. Bring your licence — the NDLS can read the standard DENATRAN format. If requested, a certified translation may be needed; confirm with the NDLS when booking.

🇳🇬
Nigeria

Nigerian Driving Licence (FRSC-Issued)

Nigeria also drives on the right-hand side of the road, so the same left-hand adjustment applies. Nigerian licences are issued by the Federal Road Safety Corps (FRSC) and are in English, which avoids translation issues. Present your original Nigerian licence at the NDLS. One common issue for Nigerian applicants is ensuring the licence is a full licence (not a learner permit or provisional) — the NDLS will check this. If your Nigerian licence has expired, you may still present it as evidence of prior licence holding, but verify with the NDLS in advance.

🇵🇭
Philippines

Philippine LTO Driver’s License

The Philippines drives on the right-hand side of the road, so Filipino drivers will also need to adjust to left-hand driving in Ireland. Philippine licences are issued by the Land Transportation Office (LTO) and are in English, so no translation is required. Present your original LTO licence at the NDLS when applying for your learner permit. Filipino licence holders are one of the largest non-EU groups going through the Reduced EDT process in Ireland, so ADIs are experienced with the adjustment needs specific to drivers from the Philippines.

Reduced EDT — What It Is and Why You Qualify

Reduced EDT is the 6-session version of the Essential Driver Training programme that all learner drivers in Ireland must complete before sitting the RSA driving test. The standard programme is 12 sessions. The reduced 6-session version is available specifically to learner permit holders who already hold — or have held — a full driving licence from a country not on Ireland’s exchange list.

Critical step — bring your foreign licence to the NDLS: When applying for your Irish learner permit, you must present your original full foreign driving licence at the NDLS counter. This is how the NDLS records your prior licence holding on the system and places you on the Reduced EDT (6-session) pathway. If you apply without your foreign licence, you will be assigned the full 12-session EDT programme. This is difficult to correct afterwards — do not skip this step.

Step-by-Step Process — Foreign Licence to Irish Licence

STEP 1 Theory Test Pass at theorytest.ie STEP 2 Learner Permit Bring foreign licence to NDLS ⚠ Essential! STEP 3 Reduced EDT x6 With RSA- approved ADI STEP 4 RSA Test Book after all 6 sessions logged STEP 5 Full Irish Licence Apply at NDLS after pass
The complete pathway from Brazilian, Nigerian or Filipino licence to full Irish licence — 5 stages. Bring your original foreign licence to the NDLS at Step 2.
1
Pass the Irish Driver Theory Test

Book online at theorytest.ie. The test covers Irish road signs, rules of the road, and hazard perception — entirely Ireland-specific content, not based on your home country’s rules. Study using the official RSA Rules of the Road publication. The test is 40 multiple-choice questions; you need 35 correct to pass. Slots are usually available within 2–3 weeks. Your pass cert is valid for 2 years.

2
Apply for an Irish Learner Permit at the NDLS

Book at ndls.ie. Bring your theory test cert, your original full foreign licence (Brazilian CNH, Nigerian FRSC licence, or Philippine LTO licence), PPSN proof, proof of Irish residency, a passport photo, and the NDLS fee. The permit is typically issued on the day or arrives by post within a few working days. Do not forget your foreign licence — this is what records you on the Reduced EDT pathway.

3
Book and Complete 6 Reduced EDT Sessions

Contact an RSA-approved ADI and book your 6 sessions. Your ADI logs each completed session on the RSA’s national driver file in real time. Sessions are structured to cover essential driving competencies relevant to the RSA test — positioning, junctions, roundabouts, speed management, hazard awareness, and the MSMM routine. For drivers from right-hand-drive countries, sessions also focus on the left-hand transition. Most applicants complete all 6 sessions within 4–6 weeks at 1–2 sessions per week.

4
Book and Pass the RSA Driving Test

Book at rsa.ie as soon as the final session is logged — do not wait. The RSA driving test is approximately 30 minutes on public roads. In North Dublin, tests are conducted from Raheny and Finglas test centres. A mock test with your ADI before the real test day is strongly recommended — it replicates the test environment and identifies any remaining weak points.

5
Apply for Your Full Irish Licence at the NDLS

After passing the test, apply at the NDLS with your pass cert and learner permit. Your full Irish Category B licence is posted within a few working days. You keep your original foreign licence — it is not surrendered at any point in this process.

Realistic Timeline

Week 1–3
Driver Theory Test

Study for 1–2 weeks using the RSA Rules of the Road and the official theory test app. Book a slot at theorytest.ie — usually available within 1–2 weeks. Allow extra time if Irish road signs are entirely new to you.

Week 2–4
NDLS Learner Permit

Book your NDLS appointment. Appointments are usually available within 1–2 weeks. The permit is issued on the day or arrives by post within a few days.

Week 4–10
6 Reduced EDT Sessions

Complete all 6 sessions with your RSA-approved ADI. At 1–2 sessions per week, this phase takes 4–6 weeks. Drivers from right-hand countries sometimes benefit from a slightly slower pace for the first 2 sessions to solidify the left-hand driving adaptation.

Week 10–24
RSA Driving Test

Book the test the day your final EDT session is logged. Waiting times at Raheny and Finglas (North Dublin test centres) are typically 8–14 weeks. Continue practising with a full licence holder while you wait — it keeps skills sharp.

Week 24–26
Full Irish Licence

Apply at the NDLS after passing. Licence arrives by post within a few working days. Total realistic timeline: 5 to 7 months from starting the theory test to receiving your Irish licence.

Left vs Right — Adjusting to Irish Roads

This is the most significant practical adjustment for drivers from Brazil, Nigeria, and the Philippines — all three countries drive on the right-hand side of the road. Ireland drives on the left. This is the opposite side.

Country Side of Road Steering Wheel Position Adjustment for Ireland
Brazil Right Left Yes — full left-hand adaptation required
Nigeria Right Left Yes — full left-hand adaptation required
Philippines Right Left Yes — full left-hand adaptation required
Ireland Left Right

All three countries drive on the right, so all three nationalities face the same core adjustment: keeping to the left, positioning correctly in lanes, approaching roundabouts from the correct entry lane, and overtaking on the right rather than the left. Your Reduced EDT sessions are specifically designed to address this — your ADI will guide you through the transition systematically.

The hardest moment is the first few turns: Most experienced right-hand drivers find that within 2–3 sessions of left-hand driving in Ireland, the positioning instinct begins to naturalise. The moments requiring most attention are: turning left from a major road (where the instinct to cut wide can put you in oncoming traffic), exiting roundabouts, and lane selection on multi-lane roads. Your ADI will catch and correct these in real time.

Key Road Differences to Know

Ireland Road Rules — What Differs From Brazil, Nigeria & Philippines

Drive on the left. The most fundamental difference. Keep left, overtake on the right. At junctions, give way to traffic from the right when you have a Yield sign. At roundabouts, traffic already on the roundabout has priority over entering traffic.
Speed limits in km/h. 50 km/h in built-up areas, 100 km/h on open national roads, 120 km/h on motorways. All signs are in km/h. Brazil, Nigeria, and the Philippines also use km/h, so the unit is familiar — but Irish limits differ from what you may be used to.
Roundabout priority — circulating traffic has right of way. In Ireland, you must yield to all vehicles already on a roundabout before entering. This rule is enforced strictly and is a common cause of driving test failure for right-hand country drivers unfamiliar with this convention.
MSMM routine at every direction change. The RSA prescribes a 4-step Mirror–Signal–Mirror–Manoeuvre routine for every turn, lane change, or speed change. Your examiner observes your mirror use throughout the test. See our full MSMM guide.
Yellow box junctions. Do not enter a yellow box junction unless your exit is completely clear. Stopping in a yellow box is a driving test fault.
Strict lane discipline. Straddling lane markings, approaching junctions in the wrong lane, and unnecessary lane changes are all assessed as faults. Irish roads — particularly in Dublin — require careful lane positioning throughout.
Learner permit restrictions. While on your learner permit, you must be accompanied by a full licence holder, display L plates front and rear, and may not drive on motorways (M-roads). These restrictions apply from the date your permit is issued until you pass your test.

Frequently Asked Questions

Yes, for up to 12 months from the date you became normally resident in Ireland. After that window, your foreign licence is no longer valid for driving here. None of these countries are on Ireland’s exchange list, so you must complete Reduced EDT and pass the RSA driving test to get an Irish licence.

No. Brazil, Nigeria, and the Philippines are not on Ireland’s recognised exchange list. There is no direct NDLS exchange. You must complete the theory test, learner permit, Reduced EDT (6 sessions), and RSA driving test process.

Yes — Brazil, Nigeria, and the Philippines all drive on the right. Ireland drives on the left. The adjustment is covered during your 6 Reduced EDT sessions. Most experienced right-hand drivers naturalise to left-hand driving within 2–3 sessions, but junctions and roundabouts require extra conscious attention. Your ADI will guide you through the transition in a safe, structured way.

Yes. All learner permit applicants in Ireland must pass the Irish driver theory test, regardless of driving experience or foreign licence held. The test covers Irish road signs, rules of the road, and hazard perception. Book at theorytest.ie.

Most applicants complete the full process in 5 to 7 months. The main variable is RSA driving test waiting time, typically 8–14 weeks. Book the test the moment your final EDT session is logged on the RSA system.

Yes. Your Brazilian, Nigerian, or Filipino licence is not surrendered at any point during this process. You obtain an Irish licence separately through the test route. Your foreign licence remains valid for use in your home country and wherever else it is recognised, but cannot be used to drive in Ireland once you are normally resident here.
Accuracy note: Reduced EDT eligibility and NDLS rules are governed by the RSA and are subject to change. Always verify at ndls.ie or rsa.ie before acting. BP Driving School is an RSA-approved ADI based in Swords, North Dublin.
